Chapter 3 - The Choice Everyone Saw.

The blackout lasted eleven seconds.
It was long enough for Claire's leather satchel to disappear.
When emergency power returned, the police officer who had been holding it was empty-handed and swearing.
Alex searched the wet floor.
"Who took it?"
No one answered.
Captain Reed appeared through the smoke with a flashlight.
"Carter, what are you doing?"
Alex stared at him.
"Where's the bag?"
"What bag?"
That answer told Alex more than a confession would have.
Ben saw it too.
"The injured woman's satchel."
Reed's expression barely moved.
"We have active fire operations and you're worried about luggage?"
"It wasn't luggage."
Alex realized too late that he had said too much.
Reed stepped closer.
"What was it?"
Alex tucked Emily's ring into the inner pocket of his turnout coat.
"I don't know."
Reed studied him for another second, then smiled without warmth.
"Get back upstairs."
Alex obeyed because refusing in front of twenty firefighters would only expose him sooner.
But as he climbed the stairwell, he knew two things.
Claire's warning had been real.
And someone inside the response command structure was helping the people she feared.
At the hospital, Emily woke beneath surgical lights with a tube in her throat and an ache so deep it felt as though her body had been split in two.
A nurse noticed her eyes open.
"Emily, don't try to talk."
Emily fought the tube anyway.
Her hands moved toward her stomach.
It was flat beneath the blanket.
Panic surged through her.
The nurse caught her wrists gently.
"Your baby was delivered by emergency C-section."
Emily stared at her.
The nurse's voice softened.
"She's alive."
Tears filled Emily's eyes instantly.
The nurse removed the breathing tube once the anesthesiologist cleared her.
Emily coughed until her incision burned.
Her first words were barely a whisper.
"Where is she?"
"NICU."
"Can I see her?"
"As soon as you're stable."
Emily closed her eyes.
"Where's my husband?"
The nurse hesitated.
That tiny pause reopened the wound inside Emily.
"Still at the fire scene."
Hours later, Emily was wheeled into the neonatal intensive care unit.
Her daughter looked impossibly small beneath the clear walls of an incubator.
Tiny wires covered her chest.
A ventilator tube was secured over her mouth.
Emily pressed her hand against the plastic.
"Hi, Grace."
She and Alex had chosen the name months earlier.
They had painted the nursery pale yellow because Alex said he wanted their daughter to wake up every morning surrounded by sunlight.
Now Grace lay beneath fluorescent lights fighting for every breath.
The neonatologist stood beside Emily.
"She lost oxygen during the placental abruption, but she responded quickly after delivery."
"Will she be okay?"
"We need time."
Emily hated that answer too.
Her phone had been destroyed by water in the elevator, so a nurse brought her the hospital phone.
There were no calls from Alex.
At 3:14 a.m., she asked again.
At 4:02, again.
At 4:47, a hospital social worker entered instead.
"Mrs. Carter, there's a woman from the fire asking to speak with you."
Emily's entire body tensed.
"Who?"
"Claire Monroe."
Emily stared through the NICU glass at Grace.
"Tell her to leave."
The social worker shifted uncomfortably.
"She says it's about your husband."
Emily almost laughed.
Of course it was.
"Five minutes."
Claire arrived in a wheelchair with a bandage across her forehead and hospital socks replacing her broken heels.
Without the smoke and blood, she looked younger than Emily had realized.
She stopped several feet from Emily's chair.
"I'm sorry."
Emily did not look at her.
"For almost dying in an elevator or for being carried out by my husband while he left me on the floor?"
Claire flinched.
"Alex didn't choose me over you."
"I watched him do it."
"He thought I had a brain injury."
"And what did he think I had? A mild inconvenience?"
Claire swallowed.
"He was following triage protocol."
"You know a lot about what he was thinking."
Claire looked toward the nurses, then lowered her voice.
"Because I called him before the fire."
Emily finally turned.
"Why?"
"I needed his help."
"With what?"
Claire's eyes filled with fear.
"I work for Vale Urban Development."
Emily knew the name immediately.
Vale had built half the luxury towers along the river.
Three years earlier, a Vale warehouse fire had killed two firefighters from Alex's station.
Claire continued.
"I found internal inspection reports proving the company knew the elevator fire barriers in six buildings were defective."
Emily's anger faltered.
"What does that have to do with Alex?"
"One of those reports was from the warehouse where his partner died."
Emily stared at her.
Claire leaned closer.
"Alex and I have been gathering evidence for six weeks."
The words landed like another impact.
"Six weeks?"
"He didn't tell you because he was trying to protect you."
"Don't say that to me."
Claire nodded, ashamed.
"You're right."
Emily's voice shook.
"Were you meeting him tonight?"
"Yes."
"Alone?"
"Yes."
Emily looked away before Claire could see the hurt on her face.
Then Claire said the one thing that made everything else disappear.
"The fire wasn't an accident."
Emily turned back slowly.
"How do you know?"
Claire's gaze went to Emily's bare left hand.
"Because the report I was bringing Alex included the elevator override codes."
"And?"
"Someone used one of those codes tonight."
Emily remembered the display changing to LOCKED.
Claire's face went pale.
"Whoever started that fire didn't just want the building evacuated."
She leaned forward, voice trembling.
